三 | 绿色低碳转型步伐持续加快。

四 | 上半年,北京市新增国家级绿色工厂26家,注册登记汽车中新能源车比例为59.8%,提前完成年度目标。天津市积极构建绿色制造体系,建设首批零碳工厂8家、零碳园区16个,国家级绿色制造示范单位达到270家;全力推动交通运输清洁替代,试点建设9个货运零排放区,天津港铁矿石、煤炭综合清洁运输比例超80%。持续扩面提升重点行业环保绩效创A,目前全省19个重点行业A级企业数量达到353家;推进绿色港口和清洁运输体系建设,煤炭、矿石等大宗货物绿色疏港比例达到95%以上。区域环境联防联治不断深化。北京市加强水环境联保共治,研究制定京冀新一轮密云水库、官厅水库横向生态保护补偿协议,推动石景山、丰台等五区加快永定河美丽河湖建设。天津市建立“通武廊”“平蓟兴”等小流域天气联防联动机制,开展京津冀突发水污染事件应急演练,协同保障区域行洪安全和生态安全。深化流域上下游联保共治,联合天津市签订新一轮引滦入津上下游横向生态保护补偿协议,潮河、白河以及沙河、黎河出境断面水质均达到Ⅱ类,永定河出境入京断面达到Ⅲ类。生态保护和安全保障更加有力。三地统筹推进森林、草原等生态系统一体化保护和系统治理,协同落实园林林草领域重点工作,全面提升区域生态保护和发展整体水平,构建区域生态共建共治共享新格局。持续推进“三北”工程、国土绿化和重点湿地保护修复,稳妥推进燕山—塞罕坝国家公园创建,联合申报的京津燕山南麓至渤海湾海岸带山水林田湖草沙一体化保护和修复工程项目纳入“十五五”山水工程,不断筑牢京津冀生态安全屏障。先行示范和科技支撑成效明显。三地联合强化生态环境分区管控成果共享共用,共同发布油改电小客车、氢燃料电池汽车碳普惠技术规范。北京市成功申报京津冀环境综合治理国家科技重大专项12个,围绕超大城市大气污染防治、噪声污染防控、密云水库污染防控等开展科技攻关。

五 | 天津市深入实施京津冀环境综合治理国家科技重大专项,牵头开展精细化工行业污染全过程控制、移动源综合治理等关键技术研究与示范。积极推进京津冀环境综合治理国家科技重大专项,共有6个项目获批立项。坚持目标同向、措施联动、责任共担,下一步,三地将进一步深化大气、水、固体废物等重点领域联建联防联治,加快产业、能源和交通运输结构绿色低碳转型,统筹推进生态保护修复、生态安全保障和美丽系列建设,推动形成更多可感知、可复制、可推广的标志性成果,为京津冀美丽中国先行区建设作出更大贡献。
